About Our Presentation

South Orange County relies heavily on uncertain imported water from the Colorado River and Northern California. To address ongoing water supply challenges, Moulton Niguel Water District (MNWD) is exploring opportunities to maximize wastewater and stormwater use.

MNWD is actively seeking interagency partnerships to enhance water supply and climate resilience, benefiting the community by improving watershed health.

Our presentation will focus on MNWD’s OASIS Water Resources Center project, emphasizing data-driven partnerships and its potential to provide customers with a drought-resistant, new local water supply. This initiative aims to increase operational flexibility, reduce dependence on imported water, and minimize urban runoff and treated wastewater discharges to Aliso Creek and the ocean.

About Our Speakers

Laura Rocha

Water Resources Manager, 
Moulton Niguel Water District

Laura Rocha is the Water Resources Manager at Moulton Niguel Water District. Laura has over 15 years of experience in water resources planning, environmental review, and permitting. Her areas of responsibility for Moulton Niguel Water District focus on long-range water resources planning, implementing watershed-related projects, water resources policy development, and drought planning efforts. Laura attended the University of California at Santa Barbara for her undergraduate degree and the California State University of Fullerton for her graduate degree, both in Environmental Studies.

Alex Thomas

Principal Engineer, 
Moulton Niguel Water District

Alex Thomas is a Principal Engineer at the Moulton Niguel Water District.  Alex has over 10 years of experience in capital projects engineering working on a variety of water, recycled water, and wastewater infrastructure projects.  Alex is also the supervisor of the District’s Recycled Water program dealing with site inspections, and recycled water retrofit and new construction projects.  Alex attended the University of California at Irvine for his undergraduate degree in Civil Engineering, and the California State University of Fullerton for his graduate degree in Public Administration.
