The Association holds monthly luncheon meetings featuring knowledgeable speakers on topics important to the water industry, as well as annual social events including a golf tournament, emerging professionals networking activities, and a holiday dinner.


Membership in the Orange County Water Association provides opportunities to keep informed about issues affecting the water community, to meet and communicate with other water professionals, and to support programs which provide public education and technical training about water and water systems. Members pay a reduced fee for luncheons and special events throughout the year.

    About Our Presentation

    Water and wastewater systems are increasingly reliant on digital technologies— yet many remain vulnerable to cyber threats that could disrupt essential services. Cyber-Informed Engineering (CIE) empowers utility leaders, engineers, operators, and planners to design and operate infrastructure that anticipates and withstands these risks. By integrating cybersecurity into core engineering practices, CIE strengthens resilience, protects public health, and ensures continuity of service for communities across the “One Water” sector.

    About Our Speaker

    Michael Gruenbaum

    Cyber Security and Control Systems Specialist

    Michael Gruenbaum is a Cybersecurity and Control Systems Specialist and Area Market Lead for Southern California with West Yost, based in the Irvine office. In this role he leads business development and client engagement across Southern California and Arizona and serves as a SCADA Program Manager for multiple water agencies, overseeing the development and implementation of SCADA master plans and the delivery of SCADA implementation projects from planning through construction.

    With 14 years of industry experience (six years with West Yost), Michael’s technical expertise includes SCADA master planning, detailed control-systems design, PLC programming, SCADA software configuration, cybersecurity resilience, and energy master planning. Michael has conducted more than 80 cybersecurity assessments using the AWWA Cybersecurity Tool and Guidance, which Michael and his team at West Yost have been contracted by AWWA to develop and update.
