About Our Presentation

The Yorba Linda Water District serves imported water and groundwater to the City of Yorba Linda and portions of the City of Placentia, Anaheim, Brea and unincorporated Orange County. The District is committed to providing reliable water and sewer services and protecting public health. Once it had been determined that all of the District’s ten (10) groundwater wells had been impacted by Per- and polyfluoroalkyl substances (PFAS) present in the Orange County Groundwater Basin and treatment was required, the District took steps to identify the appropriate treatment.

Along with other Orange County Groundwater Basin Producer Agencies, the District entered into an agreement with the Orange County Water District (OCWD) to design and construct the District’s PFAS Water Treatment Plant to remove Perfluorooctanoic acid (PFOA) and Perfluorooctane Sulfonate (PFOS). The partnership between the District and OCWD has resulted in fast-tracking the design of a complex, fully automated ion exchange (IX) treatment plant that will have the capability of removing PFOA and PFOS below detection levels. The plant will include eleven (11) parallel lead-lag IX vessel trains (22 vessels total) and will treat up to 25 MGD, with a maximum day flow of 19 MGD. Construction is anticipated to start in February 2021 and to be substantially completed in October 2021. Tetra Tech serves as the design and construction management consultant.

Plan now to join us February 17 for a detailed look at one of the more important projects underway in the county this year. This presentation promises to be highly informative about an emerging issue that will affect water agencies across the nation.

About Our Speaker

Rosanne Weston, PMP
Engineering Manager
Yorba Linda Water District

Rosanne Weston is the Engineering Manager at the Yorba Linda Water District. She is also the District’s Project Director for the design and construction of its 19 MGD PFAS Water Treatment Plant, which will remove PFAS compounds from the District’s groundwater supply.

Rosanne is a licensed engineer in several states, a certified Project Management Professional, and holds a Bachelor’s and Master’s degree in Civil Engineering. She has over 30 years of experience in the management and design of municipal water and wastewater facilities, and has managed Capital Improvement Programs up to $1 billion.

Prior to joining the District, Rosanne owned a municipal engineering firm for 18 years with offices in Miami, Atlanta, and Nashville.
