About Our Presentation

Much of the success of Orange County can be attributed to its infrastructure, which has served the county so well because of the extensive planning, preparation, and execution that went into its development.

To document the development and current state of the infrastructure within the County, the members of the Orange County Business Council (OCBC), the UCI Civil and Environmental Engineering (CEE) Affiliates, and the CSUF CEE Department, representing virtually every infrastructure segment, proposed a 2021 review of the 14 Infrastructure segments, including Water Supply, serving the 3 million residents of O.C.

The purpose of this review was to help the community become more infrastructure literate by informing and educating via “stories” and sharing a layman’s explanation of the infrastructure conditions that provide a solid foundation for the growth and prosperity of the County.

The report focuses on the following topics:

• Condition of water supply infrastructure (pipelines, reservoirs, pumping stations, etc.)
• Current revenues and fundings
• Future need considering major land developments
• Operation & Maintenance challenges considering presence of PFAS
• Public Safety
• Resilience by investing in new sources
• Innovation in water treatment processes and methods

The presentation will discuss the approach to each topic and a brief description of the findings.

Ronald Stein, P.E.

Ronald Stein, P.E. is an engineer and Founder of PTS Advance, a California based company.

As Executive Chairman of the 2021 Orange County Infrastructure Review Project, he oversaw the review of the Orange County Infrastructure by engaging Orange County’s community leaders and the citizenry at large, to provide for better infrastructure literacy in our county’s infrastructure as Orange County stands poised on the brink of tremendous growth.

Much of the success of Orange County can be attributed to its infrastructure because of extensive planning, preparation, and execution. The members of the UCI Civil and Environmental Engineering (CEE) Affiliates, and the CSUF Civil and Environmental Engineering Department, supported a 2021 review of the 13 Infrastructure segments serving the 3 million residents of O.C. Members of Orange County Business Council (OCBC), including members of OCBC's Infrastructure Committee that also provided information and contributed to the review of this document.

Founded in 1995 by Ronald & June Stein, Principal Technical Services (PTS) was designed to meet a gap in the market. Client organizations were seeking greater transparency and flexibility as they contracted specialized talent to augment key roles in their organizations. As a project manager in the industry, Ronald knew first-hand that success relied upon attracting and retaining great candidates with a full compensation package, including PTO and medical benefits – an approach not common for typical engineering staffing services in the ’90s.

Now known as PTS Advance, the company is building on past successes and expanding the quality of service they offer to a nationwide list of clients and candidates in the Energy & Infrastructure and Life Sciences industries.

Kevin Saleh is a registered engineer in the states of California and Maryland with over 25 years of experience as a civil engineer. His professional experience includes planning, design, construction management, and construction support services for various public works projects, with specific areas of practice in water and wastewater. His relevant experience includes water distribution and treatment facilities, pumping facilities, treatment plant projects/processes, reservoirs, pressure reducing, and surge facilities. Wastewater projects include conveyance systems, pumping stations, and treatment plant projects and processes.
